


The Board received the draft bill for the House and Senate on January 13th of this year. Working closely with the AmSECT GRC we went through two drafts in a matter of 8 days in order to work in a timely fashion with the state. It is unfortunate that we were not able to receive it earlier as it would have allowed for us to share it over a more flexible time frame. However, in order to proceed with the process we relied heavily on Bob Longenecker and Lee Bechtel who have been reading through licensure language for many years and roughly 15 states now. This is just more evidence of the unpredictability of the legislative process. You will notice that there is a lot of boiler plate language that the state has added. Much of this is required for any medical licensure bill within the state of Maryland, much of which does not pertain directly to the profession. You may also notice that the final draft looks very different from the model language. This was expected, though the major points are all included. Please read through the final draft and email any questions you may have. You may find that some things seem confusing, but rest assured there are reasons for everything and the language is actually more complete than it may appear on first read. The bill was to be submitted on Friday, January 22nd. Now we will wait to hear about a read date, which we will be sure to share with everyone. Once we get a read date secured, Lee Bechtel, the new executive director for the GRC (replacing Hilton), would like to send out some mailings to the chairpersons of the health committees on both sides.
